The petition also proposes to add heavy metal limits and secondary names for carrot oil. FDA may also consider other changes to the regulation, as appropriate, during the course of our review.The color additive petition was filed on 3 August 2026.

This final rule expands the authority of a Fireworks Certification Agency (FCA) to obtain the ability to approve fireworks constructed to certain requirements. These amendments will streamline PHMSA's fireworks approval process and provide the industry with improved regulatory flexibility.  This final rule is effective 8 September 2026.  The incorporation by reference of certain publications listed in this rule is approved by the Director of the Federal Register as of 8 September 2026.
