Description of content: This draft Circular establishes provisions on state management of the quality of medium-risk and high-risk products and goods under the responsibility of the Ministry of Public Security and replaces Circular No. 90/2024/TT-BCA.The draft covers:• Scope of regulation, applicable entities and responsibilities of competent state authorities;• State quality inspection of imported products and goods, including inspection procedures, sampling, testing and handling of non-compliant products;• Traceability;• Labelling;• State quality inspection of products and goods during production and circulation on the market;• Conformity assessment activities and the designation and management of conformity assessment bodies;• Recognition of conformity assessment results issued by foreign organizations in accordance with Vietnamese law;• Responsibilities of relevant authorities, conformity assessment bodies, organizations and individuals;• Implementation and transitional provisions.The draft applies to relevant state management agencies, organizations and individuals engaged in the production, importation and trading of products and goods under the responsibility of the Ministry of Public Security, as well as conformity assessment bodies and other relevant organizations and individuals.
