Department Circular No. 46, Series of 2026: Temporary Ban on the Importation of All Commodities Derived from Foot and Mouth Disease-Susceptible Animals, Their Products and By-products Originating from Algeria, Burkina Faso, Cambodia, Chad, Comoros, Côte d’Ivoire, Eritrea, Eswatini, Gambia, Guinea, Jordan, Kenya, Malaysia, Mali, Mozambique, Nigeria, Sierra Leone, Sudan, Tanzania, Tunisia, Uganda, Viet Nam, and Zambia

The Circular institutes emergency measures for the importation of FMD-susceptible animals, their products and by-products originating from the specified countries. It bans the importation of FMD-susceptible animals, their products and by-products. It also sets conditions for commodities that remain allowed under the temporary restrictions, consistent with the Philippines’ import terms and conditions and regulatory requirements. The Circular further provides that non-compliant shipments shall be dealt with under DA Department Circular No. 14, Series of 2025, and that Veterinary Quarantine Officers/Inspectors shall stop and confiscate shipments of commodities classified as “NOT ALLOWED” at major ports of entry.
