This draft Circular promulgates Amendment 01:2026 to a number of National Technical Regulations on safety of industrial explosive materials, including Hexogen explosives, Trinitrotoluen explosives, Octogen explosives and Pentrit explosives. The draft amendments specify requirements for technical specifications, testing methods and management measures for the above-mentioned products, and amend and supplement the relevant QCVNs to conform with the newly issued regulations on product quality management. This draft applies to organizations and individuals having activities related to the above-mentioned industrial explosive materials in the territory of Viet Nam and other relevant organizations and individuals (for more details, see each amendment individually).

The draft Circular promulgates Amendment 01:2026 to 18 current National Technical Regulations on safety of industrial explosive materials. The draft amendments mainly update and supplement provisions on conformity declaration, conformity assessment procedures, use of the conformity mark, surveillance frequency, and responsibilities of relevant organizations and individuals in order to align the above-mentioned QCVNs with the newly issued regulations on product quality management. These draft amendments apply to organizations and individuals engaged in manufacturing, importing, trading and other related activities concerning the above-mentioned industrial explosive materials and related products in the territory of Viet Nam, as well as other relevant organizations and individuals (for more details, see each amendment individually)

This draft Circular promulgates the List of products and goods with high and medium risk levels under the state management responsibility of the Ministry of Public Security and the corresponding quality management measures for products on the List. The draft classifies products into two risk categories: (1) high-risk products, including fireworks and fire extinguishing equipment and agents subject to mandatory conformity certification by designated organizations and mandatory state quality inspection upon importation; (2) medium-risk products, including fire protection equipment and safety and security surveillance devices subject to conformity certification or self-declaration based on accredited or designated testing results. This draft Circular applies to: (1) Organizations and individuals producing, importing, trading in, and using products and goods on the List; (2) Conformity assessment organizations conducting conformity assessment activities for products on the List; (3) State management agencies of the Ministry of Public Security and other relevant organizations and individuals.Decree No. 37/2026/ND-CP dated 23 January 2026 requires ministries to promulgate their respective lists of medium- and high-risk products before 1 July 2026, on which date the transitional arrangements under the previous regulatory framework cease to apply. Given this mandatory legislative deadline and the need to provide enterprises with adequate preparation time before the new regime enters into force, the commenting period has been reduced to 8 days.
