The Order provides for approval of Requirements for milk, dairy products and spreadable fats intended for human consumption, produced in Ukraine or imported (shipped) into the customs territory of Ukraine, at all stages of their marketing.The Order establishes detailed requirements regarding:1) the determination of the list of food products covered by this regulation, specifically raw milk, drinking milk, dairy products and spreadable fats, including butter, margarine, spreads and fat blends;2) all types of drinking milk;3) the definition of specific designations for dairy products and spreadable fats used in certain countries and languages;4) the labeling and presentation of food products. For example, the labeling of spreadable fats must indicate the fat content as a percentage;5) the procedures for verifying the declared fat content in spreadable fats.This Order also provides that milk, dairy products and spreadable fats that comply with the requirements of the legislation on safety and certain food quality indicators in effect prior to the entry into force of this Order, but do not meet all or specific provisions of the Requirements for milk, dairy products and spreadable fats approved by this Order, may remain in circulation until the end of their minimum shelf life or the expiration date (use-by date).The Order is also notified under the SPS Agreement.

The proposal notified in G/SPS/N/EU/888 (29 September 2025) is now adopted by Commission Implementing Regulation (EU) 2026/551 of 13 March 2026 amending the Annex to Implementing Regulation (EU) 2021/632 as regards the lists of products of animal origin, animal by-products and composite products subject to official controls at border control posts (Text with EEA relevance). This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall apply from 1 October 2026.
