Adds and modifies product category definitions and establishes new or lower VOC limits for multiple categories. Reduces the use of compounds with high global warming potential in pressurized gas duster products. Proposes to exclude hydrofluoroether 7200 from the VOC definition based on its negligible impacts on ground-level ozone formation. Amends rule to address volatile organic compound (VOC) limits for 11 new consumer products categories and revisions for one existing category; covers chemically formulated products used by household and institutional consumers including: detergents; cleaning compounds; polishes; floor finishes; cosmetics; personal care products; home, lawn, and garden products; disinfectants; sanitizers; aerosol paints; and automotive specialty products; includes aerosol adhesives, including aerosol adhesives used for consumer, industrial or commercial uses.

The European Communities has extended the final date for comments to the "Draft Commission Regulation of ** implementing Regulation (EC) No 882/2004 of the European Parliament and of the Council as regards the increased level of official controls on imports of certain feed and food of non-animal origin and amending Decision 2006/504/EC" (Document SANCO/4680/2009 Rev. 2). This action will allow additional time to prepare and submit comments.

TITLE: Notice of Stay of Enforcement Pertaining to Bicycles and Related Products ; ; AGENCY: Consumer Product Safety Commission (CPSC) ; ; ACTION Rule: Stay of enforcement ; ; SUMMARY: The Consumer Product Safety Commission is announcing its decision to stay enforcement of section 101 (a) of the Consumer Product Safety Improvement Act of 2008 (CPSIA) with regard to certain parts of bicycles, jogger strollers, and bicycle trailers designed or intended primarily for children 12 years of age or younger. The CPSC is staying enforcement of the specified lead level as it pertains to certain parts of these products, specifically components made with metal alloys, including steel containing up to 0.35 percent lead, aluminum with up to 0.4 percent lead, and copper with up to 4.0 percent lead. ; ; EFFECTIVE DATE: This stay of enforcement is effective on 30 June 2009 and will remain in effect until 1 July 2011.
