The Regulation implements for the first time Article 15(5) of Regulation (EC) No 882/2004, by establishing a system for the increased level of controls of certain feed and food of non animal origin for which emerging or known risks require an increased level of controls at the point of entry into the EU. The Regulation establishes - also for the first time - a list of products which, on the basis of information available (RASFF notifications, reports by the Commission's Food and Veterinary Office (FVO), information provided by Member States, by third countries, by the European Food Safety Authority) are to be submitted to such increased level of controls by the Member States' competent authorities when entering the Community. It is to be noted that the list of products will be reviewed and amended as appropriate before the entry into application of the new control system (expected in early 2010); and that subsequently, the list will be regularly reviewed (quarterly) and updated as appropriate.
