The notified Technical Regulation establishes the requirements to be met by the labelling of articles of apparel, clothing accessories and household linen, prior to the marketing of domestic and imported products, with the aim of preventing misleading practices. The notified Technical Regulation applies to the following products: 1. Articles of apparel; 2. Clothing accessories; 3. Household linen. The notified Technical Regulation does not apply to: 1. Goods subject to special treatment (Chapter 98 of the Tariff Classification of Ecuador). [Passenger luggage; household goods and/or work equipment; donations from abroad; diplomatic allowances; goods for use by persons with disabilities; samples with no commercial value; international postal traffic or express courier deliveries; certified reference materials; and relief consignments for natural or similar disasters]. The provisions of the Organic Code of Production, Trade and Investment, the resolutions issued by COMEX and the relevant procedures established by the National Customs Service of Ecuador (SENAE) will apply to these goods. 2. Disposable articles of apparel, clothing accessories and household linen; 3. Articles of apparel and clothing accessories for pets; 4. Articles of apparel and clothing accessories, and hats and other headgear classed as toys, which must comply with Ecuadorian Standardization Institute Technical Regulation (RTE INEN) No. 089, "Toy safety" that is currently in force; 5. Products covered by Ecuadorian Standardization Institute Technical Regulation (RTE INEN) No. 157 "Labelling of articles of leather"; 6. Hair items such as elastic headbands, hairbands and hairnets; 7. Protective gloves covered by the scope of Ecuadorian Standardization Institute Technical Regulation (RTE INEN) No. 270 "Protective gloves"; products that must comply with the above Technical Regulation; 8. Protective clothing: Hoods, aprons, sleeves and gaiters which are designed to protect the wearer's head, body and feet and which are to be worn during welding and allied processes with comparable risks; clothing with limited-flame-spread properties and where the user can be exposed to radiant or convective or contact heat or to molten metal splashes; heat- and flame-proof clothing; clothing for fire-fighting in structures; chemical protective clothing that acts as a barrier against aerosols containing dry fine powder; protective clothing and hand protectors for abrasive blasting operations using granular abrasives propelled by compressed air or by mechanical means, for the treatment of surfaces; protective clothing against liquid chemicals; other articles with the characteristics of protective clothing.

Revision of the Mandatory Standard SI 66, dealing with portable fire extinguishers. The major differences between the old version and this new revised draft standard are as follow: Changes the values from N to Kg; Expends the standard's scope to include also wet chemical extinguishers; Changes the requirements for extinguishing material and the discharge gas (paragraph 2.2); Deletes paragraph 1.5 dealing with compliance; Adds new requirements for the container and the container's joints (paragraphs 3.2.2 and 3.2.3); Removes most of the requirements for the thread of the head and the thread of the container (paragraph 3.7.4); Adds new requirements to the vibration resistance test methods (paragraph 4.8); Changes the pressure for testing the strength of bushing thread (paragraph 4.11); Deletes paragraph 3.13.5.1 dealing with threads; Amends paragraph 2.1 dealing with marking and changes the width of the white strip and the size of the letters on it.  Both the old standard and this new revised standard will apply from the entry into force of the new edition for a period of 12 months. During this time product may be tested according to the old or the new revised standard.
