This Resolution applies to requests for post-registration alteration of medicines and biological products filed with Anvisa before and after Law 13.411 of 28 December 2016. Art. 2. The maximum period for the final decision in the post-registration change processes of medicines and biological products will be, respectively: I - for the priority category, of sixty days, counted from the date of the respective prioritization protocol; II - for the ordinary category, one hundred and eighty days, counted from the date of the respective post-registration change protocol. Paragraph 1. The aforementioned period may be extended by up to one-third of the original term, once, by means of a reasoned decision of Anvisa issued at least fifteen business days before the end of the original term. Paragraph 2. The aforementioned period will have their countdown suspended when they request information or requirements, until they are attended to. Art. 6. Petitions for post-registration changes petitioned before the enactment of Law nº 13.411, of 2016, for which a safety and efficacy report is required, will have its analysis procedures maintained and can only be implemented after approval by Anvisa. Art. 8. The Anvisa areas responsible for medicine registration, inspection, monitoring and monitoring will establish a program to monitor post-registration changes implemented in accordance with the conditional approval set forth in this Resolution. Art. 9. During follow-up inspections or inspection actions, the company must provide all documentation related to the complete technical dossier, required by the health regulations in force at the time of the petition, which deals with post-registration changes. Art. 17. This Resolution comes into force on the date of its publication.

Revision of the Standards and Specifications for Foods and Food Additives under the Food Sanitation Act (revision of agricultural chemical residue standards)

Proposed maximum residue limits (MRLs) for the following agricultural chemical: Pesticide: Propiconazole. Propiconazole is used as a fungicide during production of crops, and it is also used for post-harvest treatment on citrus fruits and stone fruits. Post-harvest pesticides, which are used to prevent mold from getting on harvested crops, are regulated as food additives in Japan. The Food Sanitation Act defines food additives as substances which are used by being added, mixed or infiltrated into food or by other methods in the process of producing food or for the purpose of processing or preserving food. Propiconazole is not currently permitted to use for post-harvest treatment. The Ministry of Health, Labour and Welfare of Japan (MHLW) has decided to newly designate Propiconazole as a food additive, and to set the use standard for citrus fruits (excluding unshu orange), peach, nectarine, apricot, Japanese plum and cherry on the basis of scientific data provided by an applicant. Along with this, the MHLW has decided to establish maximum residue limits (MRLs) for Propiconazole on these commodities so that their Propiconazole residue concentrations will not exceed the MRLs if the pesticide is used properly according to the use standards. The MHLW is also going to revise MRLs in several commodities on the basis of the scientific data such as supervised residue trials conducted by Good Agricultural Practices (GAPs). When setting the MRLs, the MHLW confirmed that the estimated long-term and short-term dietary exposures to Propiconazole do not exceed an ADI of 0.019 mg/kg bw and an ARfD of 0.3 mg/kg bw, respectively, which were set by the Food Safety Commission of Japan.

Notice of Intent to Amend the Prescription Drug List (PDL): Hydroquinone The Notice of Consultation on the proposal to add hydroquinone to the Prescription Drug List (PDL) when sold in a concentration greater than 2% in topical products was notified in G/TBT/N/CAN/516 (dated February 7, 2017). On August 29, 2017, Health Canada published on its website the Notice of Intent to Amend indicating that, as a result of consultation, Health Canada will add certain hydroquinone products to the Prescription Drug List (PDL).  Only the Human part of the PDL is to be revised. Health Canada has conducted a scientific review of hydroquinone against the criteria in section C.01.040.3 of the Food and Drug Regulations.  The new listing remains unchanged from what was proposed in the February 1, 2017, Notice of Consultation. This revision will be in effect twelve months from the date of the Notice of Intent to Amend posted on the Health Canada’s website.
