General revision to the import certificates for animal by-products (31 new model certificates available in German/French/Italian/English).

The revision to the import certificates for animal by-products lays down the required format and content of the documents (health certificates) that must accompany all consignments of the products specified under item 3 above starting from 01 July 2005. In order to facilitate international trade, Switzerland harmonizes its third country import regulation (including the certificates required for import from eligible third countries) with the respective requirements of the European Community as laid down in the consolidated EC decision 1774/2002. For products that are not harmonized under EC decision 1774/2002 (raw wool, raw hair (without pig bristles), raw feathers and animal by-products for the use or production of organic fertilizers) Switzerland has published a new set of certificates. This document proposes to revoke specific tolerances for residues of the herbicide alachlor, insecticides carbaryl, diazinon, disulfoton, and pirimiphos-methyl, and fungicide vinclozolin. Some of these specific tolerances correspond to commodities either no longer considered to be significant livestock feed items or which have registration restrictions against feeding to livestock. Other tolerances are associated with food registrations that EPA cancelled or for which the Agency deleted food uses following requests for voluntary cancellation or use deletion by the registrants. EPA expects to determine whether any individuals or groups want to support these tolerances. The regulatory actions proposed in this document contribute toward the Agency's tolerance reassessment requirements of the Federal Food, Drug, and Cosmetic Act (FFDCA) section 408(q), as amended by the Food Quality Protection Act (FQPA) of 1996. By law, EPA is required by August 2006 to reassess the tolerances in existence on August 2, 1996. The regulatory actions proposed in this document pertain to the proposed revocation of 15 tolerances and tolerance exemptions of which 9 would be counted as tolerance reassessments toward the August 2006 review deadline.
