Proposed enhancements to Canada's ruminant feeding ban regulatory framework as a response to the detection of bovine spongiform encephalopathy (BSE) in 2003. Proposed measures would apply additional restrictions and controls on the domestic manufacture, distribution and use of the products covered as well as on exports to trading partners. An import policy review is being conducted concurrently, and similar conditions may be considered for imported products from countries of similar or higher BSE risk as Canada.

It is evident that the reusing of food preparing oil may be harmful to consumer as it contains high levels of the polar compounds, chemical compounds resulting from breaking down of fat during deep-fat frying of foods. Therefore, it is deemed necessary for MOPH to stipulate the maximum level of polar compound not exceeding 25% by weight of food preparing oil which is derived from plant or animal for consumption.
