It is proposed to amend the Pharmacopoeia of the Eurasian Economic Union: to supplement it with general pharmacopoeial monographs on herbal medicinal products and biologicalmedicinal products, and to adopt new versions of a number of general pharmacopoeial monographs harmonized with the texts of the Pharmacopoeial Discussion Group (PDG).

The purpose of this notification is to let members know that on November 19, 2025, Canada made permanent controls for carisoprodol (https://www.canada.ca/en/health-canada/news/2025/11/government-of-canada-acts-to-permanently-control-sedative-drug-linked-to-illegal-drug-markets.html) by adding carisoprodol to Schedule IV of the Controlled Drugs and Substances Act and to the Schedules to the Benzodiazepines and Other Targeted Substances Regulations. The permanent controls come into force on December 19, 2025 (carisoprodol is already temporarily controlled in Canada under a Ministerial Order (https://gazette.gc.ca/rp-pr/p2/2025/2025-03-12/html/sor-dors64-eng.html)). With these amendments, any person not authorized to conduct regulated activities with carisoprodol will be subject to offences and penalties.

The Resolution of the Cabinet of Ministers of Ukraine No. 1478 "On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine Concerning the Establishment and Maintenance of Registers, Implementation of Customs Control and Official Control Measures" of 19 November 2025, introduces, in particular, amendments to the Resolution of the Cabinet of Ministers of Ukraine No. 960 "On Some Issues of Official Control Measures of Goods Imported into the Customs Territory of Ukraine (including for the Purpose of Transit)" of 24 October 2018 (as amended), notified in documents G/SPS/N/UKR/130, G/SPS/N/UKR/230 and G/SPS/N/UKR/230/Corr.1.The amendments clarify certain descriptions of goods and their codes according to the UKTZED (Ukrainian Classification of Goods for Foreign Economic Activity) specified in the List of goods which, when imported into the customs territory of Ukraine (including for transit purposes), are subject to official control measures, as approved by Resolutions No. 960, in order to ensure consistency with the provisions of the Customs Tariff of Ukraine.

This measure will amend Regulation (EC) No 1223/2009 (“the Cosmetic Regulation”) as it applies in Great Britain to restrict the use of hexyl salicylate in cosmetic products. The measure will also prohibit the use, in cosmetic products, of 13 new substances that have been classified as category 1B or 2 carcinogenic, mutagenic and reprotoxic (CMR) substances under Regulation (EC) No 1272/2008 (the GB Classification, Labelling and Packaging (CLP) Regulation).
