The Food and Drug Administration (FDA or we) is announcing that we have filed a petition, submitted by Cargill, Inc., proposing that the food additive regulations be amended to provide for the safe use of hydrogen peroxide (CAS Reg. No. 7722–84–1) as an antimicrobial agent, oxidizing and reducing agent, and bleaching agent, and to remove sulfur dioxide.

Proyecto de Resolución "Por medio de la cual se prohíbe la importación, fabricación, registro comercialización y uso de Colistina (Polimixina E), sus sales y la Polimixina B en especies animales" (Draft Resolution prohibiting the importation, manufacturing, registration, marketing and use of colistin (polymyxin E), colistin salts and polymyxin B in animal species) The purpose of the notified draft Resolution is to prohibit the importation, manufacturing, registration, marketing and use in national territory of colistin (polymyxin E), colistin salts and polymyxin B in animal species. Veterinary drugs for topical use that contain polymyxin B are exempt from this ban, as are those containing polymyxin B as part of their preservative system. A maximum period of three months from the date of publication of the Resolution will be granted for the exhaustion of stocks of the products and labels approved for use in the country. Once this period has elapsed, the Colombian Agricultural Institute (ICA) shall officially cancel all registrations for veterinary products containing colistin (polymyxin E), colistin salts and/or polymyxin B in their formulas, with the exception of those specified in the draft Resolution. https://members.wto.org/crnattachments/2022/SPS/COL/22_7987_00_s.pdf

TITLE: Safety Glazing Standards; Codifying Existing Waivers and Adding Test FlexibilityAGENCY: Federal Railroad Administration (FRA), Department of Transportation (DOT)ACTION: Final ruleSUMMARY: FRA is amending its Safety Glazing Standards for exterior windows on railroad equipment to codify long-standing waivers, add a new testing option to improve consistency of glazing testing, and revise outdated section headings. The changes update and clarify existing requirements to maintain and, in some cases, enhance safety, while reducing unnecessary costs. Codification of the waivers is also consistent with the Infrastructure Investment and Jobs Act and will enable FRA to use its inspection resources more efficiently. This final rule is effective 17 November 2022. This final rule and the proposed rule notified as G/TBT/N/USA/1853 are identified by Docket Number FRA-2020-0058. This is the final text for the Product Safety and Metrology (Amendment and Transitional Provisions) Regulations 2022 (G/TBT/N/GBR/49), previously entitled the Product Safety (Amendment) Regulations 2022. As stated in the original notification, we expect this measure to come into force before 11pm on 31 December 2022.The range of product regulations in scope is unchanged. However, in addition to the measures contained in the original notification, the UK Government intends to extend the recognition of goods meeting EU requirements and markings on the market in Great Britain for a further 2 years, until 31 December 2024.  This measure intends to address urgent problems of public safety and national security, ensuring the continued supply of safe goods used in critical national infrastructure and key industries.The timings for the previously notified measures will also now reflect this timeline taking into account the extension of recognition of goods meeting EU requirements until 31 December 2024. The previously announced measures will allow action taken under EU conformity assessment procedures before 31 December 2024 to be treated as having been taken under the UK conformity assessment procedures for the lifetime of the certificate issued, or until 31 December 2027, whichever is sooner. Products will be required to bear the UKCA marking after 31 December 2024 and will need to undergo conformity assessment with a UK Approved Body at the expiry of the certificate or after 31 December 2027, whichever is sooner. The measures will also extend current legislation allowing importer information and the UK conformity marking to be added to products using a label or accompanying document, rather than being physically affixed on the product itself, until 31 December 2027. It also extends current legislation allowing details of an EU responsible person, rather than a UK responsible person, on cosmetic products, until 31 December 2027. The UK Government is seeking to support industry as much as possible to prevent immediate costs and burdens for businesses, which could otherwise be passed onto consumers and commercial supply chains, whilst maintaining high standards of product safety. The UK Government will engage with industry both in the United Kingdom and abroad to ensure they are aware of these measures.

Products Covered: Products in scope can range from machinery goods and electronics devices to recreational craft, lifts, pressure equipment, and personal protective equipment among other product types covered by the European conformity marking (CE mark in most cases but also reversed epsilon). Such products are included within, but are not limited to, the following HS codes: 36, 39, 42, 63, 64, 65, 70, 73, 76, 84, 85, 86, 87, 88, 89, 90, 91, 94, 95, 96.
