EPA is promulgating significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for 20 chemical substances which were the subject of premanufacture notices (PMNs). Eight of these chemical substances are subject to TSCA section 5(e) consent orders issued by EPA. This action requires persons who intend to manufacture, import, or process any of these 20 chemical substances for an activity that is designated as a significant new use by this rule to notify EPA at least 90 days before commencing that activity. The required notification will provide EPA with the opportunity to evaluate the intended use and, if necessary, to prohibit or limit that activity before it occurs.

The notified Agreement establishes the classification and codification of the goods and products subject to advance sanitary import authorization or entry authorization, as appropriate, by the Ministry of Health and falling under the tariff headings of the Tariff established under the General Import and Export Tax Law (Ley de los Impuestos Generales de Importación y de Exportación) currently in force. In order to afford users and foreign trade authorities greater legal certainty in the implementation of the Agreement, the Agreement needs to be updated in order to adapt the tariff headings which were altered pursuant to the Fifth Amendment to the Nomenclature of the Harmonized Commodity Description and Coding System adopted by Member States of the World Customs Organization.
