TITLE: Significant New Use Rule on Certain Chemical Substances; Withdrawal of Significant New Use Rules ; ; AGENCY: Environmental Protection Agency (EPA) ; ; ACTION: Final rule ; ; SUMMARY: EPA is withdrawing significant new use rules (SNURs) promulgated under the Toxic Substances Control Act (TSCA) for chemical substances which were the subject of premanufacture notices (PMNs). EPA published these SNURs using direct final rulemaking procedures. EPA received notices of intent to submit adverse comments on these rules. ; Therefore, the Agency is withdrawing these SNURs, as required under the expedited SNUR rulemaking process. Most (82% on average) of imported consignments of fresh pineapple fruits have been intercepted due to infestation of Korea's quarantine pests and disinfected with CH3Br or other equivalent treatments at the ports of entry. In order to prevent the introduction of Korea's quarantine pests, QIA plans to establish a new import requirement for fresh pineapple fruits from Cambodia, China, Costa Rica, Honduras, Indonesia, Malaysia, Panama, the Philippines, Chinese Taipei, Thailand and Viet Nam. All fresh pineapple fruits from the above listed countries will be required to be treated prior to export or on arrival at the Republic of Korea. The disinfection shall be conducted as the following schedule: Chemical Dosage Treatment Minimum Concentration Temperature Atmospheric rate (g/m3) hour Readings at (°C) ic pressure 0.5hr 2hrs 64 2 48 38 4.5~10.0 48 2 38 29 10.0~15.0 CH3Br 40 2 32 24 15.0~21.0 Ambient 32 2 26 19 21.0~26.0 24 2 19 14 26.0 and more If disinfection is conducted prior to export, the detail information should be included in the Phytosanitary Certificate.
