Proposed Amendment to the Pest Control Products Regulations

The Pest Control Products Act (PCPA) and the Pest Control Product Regulations (PCPR) provide the legislative mandate to regulate pest control products in Canada. Under the PCPA, the Minister has the authority to allow the use of unregistered pest control products (i.e. a pest control product that is not registered in Canada), if the use of such products does not pose any unacceptable health or environmental risks. Using this authority, provisions in the Pest Control Products Regulations currently allow the importation of a foreign product, exempt from Canadian registration requirements, provided it is deemed to be equivalent to a Canadian registered product and has an equivalent label. The proposed amendments are intended to formalize the existing approach to establishing equivalence between registered and foreign products as well as to simplify certain administrative aspects of the program. The proposed amendments, consistent with the existing program, would clarify the process by which chemical equivalence is determined between a registered Canadian product and a foreign (unregistered) product. The establishment of chemical equivalence is crucial since it helps ensure that the importation of a product under regulation does not present unacceptable health or environmental risks. Also consistent with the existing program, the amendments empower grower groups with the responsibility to nominate products for importation and to define the conditions that growers must meet in order to import products into Canada. New Analytic Methods and Sampling Procedures for the United States National Residue Program for Meat, Poultry, and Egg Products

The Food Safety and Inspection Service (FSIS) is announcing that it is restructuring the United States National Residue Program (NRP) with respect to how sampling of chemical compounds and animal production and egg product classes is scheduled. To complement this new approach to sampling and scheduling, the Agency is implementing several multi-residue methods for analyzing samples of meat, poultry, and egg products for animal drug residues, pesticides, and environmental contaminants in its inspector-generated testing program. These modern, high-efficiency methods will conserve resources and provide useful and reliable results while enabling FSIS to analyze each sample for more chemical compounds than was previously possible.

The major differences between the old version and this new revised draft standard are as follows: ; { Adds a new introduction with a reference to the future pressure vessel standards reform planned in Israel according to the European Directive 97/23/EC. ; { Updates the references to International Standards. ; { Removes from the standard's scope Iso tank vessels for marine transportation. ; { Removes the definitions for buyer and manufacturer. ; { Adds a few clarifications to several paragraphs. ; { Changes paragraph 5 dealing with identification and marking. ; { Changes paragraph 6 dealing with the approval of a plant to manufacture pressure vessels. ; { Changes paragraph 7 dealing with the initial test for a new pressure vessel. ; { Allows a choice among one of the International Standards mentioned in paragraph 4 to plan, produce and test pressure vessels. ; Both the old standard and the new revised standard will be in effect for 1 year from the date of entry into force of the new standard.
