A modification of the Ministerial Regulation B.E. 2540 (1997) Issued under the Tobacco Product Control Act B.E. 2535(1992). This ministerial regulation prescribes that the manufacturer or importer of such tobacco products as cigarettes and cigars of each brand shall have the duty to notify the composition as follows: - Emission products per one cigarette by stating the quantity of tar, nicotine, carbonmonoxide, hydrogencyanide, nitrosamine and formaldehyde in milligram; - Additives per one cigarette by stating the quantity of each substance in milligram, common designation, chemical designation and registered number which is specified by the Chemical Abstracts Service of the American Chemical Society. In cases where such additives have no common designation, the Standard Latin Nomenclature shall be used.

This document proposes to revoke, under the Federal Food, Drug, and Cosmetic Act (FFDCA) section 408(e)(1), the existing exemption from the requirement of a tolerance for residues of the inert ingredient mono- and bis-(1H, 1H, 2H, 2H- perfluoroalkyl) phosphates where the alkyl group is even numbered and in the C6-C12 range under 40 CFR 180.920 because EPA cannot determine that it meets the safety requirements of FFDCA section 408(b)(2). The regulatory action proposed in this document contributes toward the Agency's tolerance reassessment requirements under FFDCA section 408(q), as amended by the Food Quality Protection Act (FQPA) of 1996. By law, EPA is required by August 2006 to reassess the tolerances that were in existence on 2 August 1996. The regulatory action proposed in this document pertains to the proposed revocation of 1 tolerance which would be counted as tolerance reassessment toward the August 2006 review deadline.
