Description of content: The draft Circular introduces Amendment 1:2026 to three existing national technical regulations: QCVN 03A:2020/BCT (Industrial sodium hydroxide) , QCVN 06A:2020/BCT (PAC) , and QCVN 07A:2020/BCT (Industrial ammonia).The draft amendments mainly include:• Amendments and updates to requirements on labeling and transportation based on new Decree.• Updating conformity declaration and assessment procedures based on amended Law on Product and Goods Quality (78/2025/QH15) These draft amendments apply to: 1. Organizations and individuals manufacturing, importing, trading in, and using industrial sodium hydroxide, PAC, and industrial ammonia;2. Conformity assessment organizations conducting conformity assessment activities for these products; 3. State management agencies and other relevant organizations and individuals

Description of content:The draft Circular promulgates amendments to national technical regulations concerning ammonium nitrate and explosive precursors used for production of industrial explosives.The draft amendments mainly include:• Supplementation of provisions on electronic labels, digital product passports and product traceability;• Requirements for QR codes connected to the National Quality Data System;• Amendments to conformity declaration and conformity assessment procedures in accordance with the Law on Product and Goods Quality and relevant implementing regulations;• Additional obligations regarding electronic reporting and digital data updating by enterprises;• Application of risk-based inspection mechanisms and reduction of inspection procedures for compliant enterprises;• Provisions on data sharing among competent authorities regarding compliance information and quality risk warnings;• Amendments and updates to technical requirements on packaging, labeling, storage, transportation and quality management.The draft technical regulations apply to organizations and individuals engaged in manufacturing, importing, trading, storage and other related activities concerning ammonium nitrate and explosive precursors used for production of industrial explosives.
