Este reglamento técnico se debe aplicar al producto denominado Gas Licuado de Petróleo (GLP) que se comercializa en los países centroamericanos. Especifica las características físicas químicas del Gas Licuado de Petróleo (GLP)para dos calidades: Propano Comercial y Butano Comercial, generalmente utilizados como combustible de calentamiento en el sector doméstico, comercial e industrial, como combustible automotriz y como materia prima para petroquímica. Se podrá utilizar cualquier mezcla de estos productos siempre que las mezclas cumplan con las especificaciones establecidas en este reglamento.

This technical regulation applies to liquefied petroleum gas (LPG) marketed in Central American countries. +The regulation specifies the physico-chemical characteristics of two grades of liquefied petroleum gas: commercial propane and commercial butane, generally used as heating fuel in the domestic, commercial and industrial sectors, as motor vehicle fuel and as a raw material for the petrochemical industry. Any mixture of these products can be used provided that the mixtures comply with the specifications set forth in this regulation.

It applies to the petroleum derivative known as regular petrol, which is formed from a complex mixture of different types of hydrocarbons (paraffinic, naphthenic, olefinic and aromatic) and has a distillation (boiling) range of between 30°C and 225°C.

It establishes a 60 days period for comments on the draft law.

On 5 September 2000, EPA issued a proposed rule, in response to a petition filed under section 313(e)(1) of the Emergency Planning and Community Right-to-Know Act (EPCRA), to add a diisononyl phthalate (DINP) category to the list of toxic chemicals subject to the reporting requirements under EPCRA section 313 and section 6607 of the Pollution Prevention Act (PPA). EPA proposed to add this chemical category to the EPCRA section 313 toxic chemical list pursuant to its authority to add chemicals and chemical categories because EPA believes this category meets the EPCRA section 313(d)(2)(B) toxicity criterion. The purpose of today's action is to inform interested parties that, in an effort to ensure adequate opportunities for input from all affected parties, EPA is making available for public comment a revised hazard assessment for DINP.
