Draft Regulation (Decree) of the Minister of Agriculture concerning Animal Quarantine Actions and Supervision for the Importation and Exportation of Product of Material of Animal Origin for Human Consumption from Overseas into and out from the Territory of the Republic of Indonesia, or from one Area to Another Area within the Territory of the Republic of Indonesia

This regulation is necessary considering that the product of material of animal origin for human consumption is a carrier of quarantine animal diseases. So it is deemed necessary to conduct animal quarantine actions to ensure that the product of material of animal origin for human consumption does not contain or transmit the animal quarantine diseases. This regulation aims to guarantee that the product of material of animal origin for human consumption that is imported and exported from overseas into and out from Indonesia, or from one area to another area within Indonesia, is free from animal quarantine diseases and takes into consideration veterinary public health aspects. The regulation stipulates as follows: 1. Quarantine Requirements (Article 4, 5, 6, 7) The Importation and Exportation of Product of Material of Animal Origin for Human Consumption from Overseas into and out from the Territory of the Republic of Indonesia, or from one Area to Another Area within the Territory of the Republic of Indonesia shall meet the quarantine requirements as follows: a. Be accompanied by quarantine documents as follows: 1) sanitary certificate issued by competent authority in the country of origin (for the importation of the product of material of animal origin from overseas into Indonesia); 2) sanitary certificate issued by quarantine veterinarian at point of exit (for the exportation of the product of material of animal origin from Indonesia or the importation and exportation of the product of material of animal origin from one area to another to another area within Indonesia); 3) statement letter of the temperature records for the product of material of animal origin required, issued by person in charge of conveyance; 4) statement letter of non-contamination during shipment, issued by person in charge of conveyance; 5) bill of lading/airway bill; 6) cargo manifest. b. Be accompanied by halal certificate for the product of material of animal origin required, issued by the Indonesian Islamic Council (MUI) or by Halal Certification Bodies recognized by MUI; c. Shall be imported and exported through the designated point of exit and entry; d. Shall be notified and presented to the quarantine officer at the point of exit and entry for quarantine action. 2. Quarantine Requirements based on Risk Level (Article 9) a. Besides the quarantine requirements as mentioned in number 1, the importation and exportation of product of material of animal origin for human consumption from overseas into and out from Indonesia, or from one area to another area within Indonesia shall meet the quarantine requirements based on risk level. b. The level of risk is obtained from the risk analysis carried out by quarantine veterinarian and consists of three levels of risk as follows: 1) Low risk; 2) Moderate risk; 3) High risk. c. Risk analysis shall take into consideration the following criteria: 1) Status and situation of animal quarantine diseases in the country/region/area of origin; 2) Kind of processing used for the product of material of animal origin for human consumption; 3) Ability or potential of the product of material of animal origin, destined for human consumption, to carry animal quarantine diseases. 3. Requirements from Country of Origin (Article 10) Besides the quarantine requirements mentioned in numbers 1 and 2, the regulation covers the exportation of product of material of animal origin for human consumption from Indonesia to another country. 4. Packaging (Article 8) The product of material of animal origin for human consumption that is imported and exported from overseas into and out from Indonesia, or from one area to another area within Indonesia shall be packaged by food grade material to maintain product sanitation. 5. Quarantine Actions (Article 10-23) Quarantine actions are to be done based on risk level of the product of material of animal origin and conducted by quarantine officers. 6. Monitoring (Article 24) Monitoring in the form of laboratory tests are to be done to know the biological and chemical contents of the products of material of animal origin and shall be conducted periodically within the time specified by the quarantine veterinarian. 7. Administrative Sanctions (Article 25) Administrative sanctions are to be used on owners, gradually starting with an oral warning, written warning followed by laboratory examinations for each shipment.
