The plant quarantine authority of the country where flower bulb production should conduct field inspections during the production season; or the plant quarantine authority of the exporting country should conduct sample testing by immunological or molecular biological techniques to prove that the flower bulbs are free from the listed viruses. 3. The plant quarantine authority of the exporting country should supervise the application of miticide and nematocide prior to the export. 4. The importation of flower bulbs shall be accompanied with a phytosanitary certificate issued by the NPPO of exporting member endorsed with the following declarations: (1) The flower bulbs have been inspected in the field during the production season; or the flower bulbs have undergone laboratory testing prior to the export to confirm that they are free of the viruses. (2) The flower bulbs have been treated with miticide and nematocide under the supervision of the exporting country's plant quarantine authority, and the name of the chemical treatments, their concentration dosage and application methods have been listed. 5. Consignment of flower bulbs will be prohibited from entering if the following situations are identified: (1) The consignment is not accompanied with a phytosanitary certificate issued by the plant quarantine authority of the exporting country upon importation, or that the phytosanitary certificate has not attested the prescribed endorsements of virus inspections or testing and cannot be reissued with the required declarations. (2) The flower bulbs are found with listed viruses during the import inspection.
