TITLE: Protection of Stratospheric Ozone: Extension of the Laboratory and Analytical Use Exemption for Essential Class I Ozone-Depleting SubstancesAGENCY: Environmental Protection AgencyACTION: Final ruleSUMMARY: The Environmental Protection Agency is taking final action to revise regulations governing the production and import of class I ozone-depleting substances in the United States to indefinitely extend the global essential laboratory and analytical use exemption. This exemption currently expires on 31 December 2021, and this final action allows for continued production and import of class I substances in the United States solely for laboratory and analytical uses that have not been identified by the Environmental Protection Agency as nonessential. This final action is taken under the Clean Air Act, and is consistent with a decision by the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer to extend the global laboratory and analytical use exemption indefinitely beyond 2021. The proposed rule associated with this final action was published on 7 August 2020, and we received no adverse comments.This final rule is effective on 22 September 2021.This final rule and the proposed rule notified as G/TBT/N/USA/116/Rev.1 are identified by Docket Number EPA-HQ-OAR-2020-0084. This will bring in a mandatory laboratory verification for all COVID 19 test kits - this will be in addition to the existing requirement for desktop evaluation by a scientific assessor. We intend to lay regulations in November with them coming into force before the end of the year. As we developing the second stage we would welcome any comments or views. Draft amendment of the Pharmacist's Ordinance incorporated into Israel's Economic Policy Law (Legislation Amendments for the Implementation of the Economic Policy for Budget years 2021 and 2022), 5781-2021, Chapter _: Imports, published by the Ministry of Finance. Israel's Economic Policy Law is a government bill presented to the Knesset (Israel's parliament) alongside the State Budget Law. This legislation incorporates government legislative amendments for structural, institutional, and policy reforms necessary to fulfill its economic policy. The Economic Policy Law devotes a separate section to the Pharmacist's Ordinance and introduces an amendment aiming to reduce the cost of living by facilitating the flow of imported goods into Israel. The notified amendment allows the importation of cosmetics into Israel based on compliance with the relevant EU Regulations, and under the condition that the product is being marketed at least in one EU Member. It allows for an importer's Declaration of Conformity. In addition, it opens a new import route allowing parallel importation of insensitive cosmetics. The notified draft amendment should be approved before 4 November 2021, together with Israel's National Budget for the years 2021-2022.
