China drafts GB standards to align with GHS Rev. 11 (Updated)

On 13 February 2026, China’s State Administration for Market Regulation (SAMR) published a second consultation notice on the adoption of GHS Rev. 11 through mandatory GB 30000 series standards. Interested stakeholders may submit comments by 15 March 2026.

On 17 and 23 December 2025, China’s Ministry of Industry and Information Technology (MIIT) opened two public consultations to revise several mandatory GB 30000 series standards for classification and labelling, with the aim of aligning Chinas GHS framework with the eleventh revised edition of the Globally Harmonized System for Classification and Labelling of Chemicals (GHS Revision 11).
Both consultation notices (1 and 2) were published on the MIIT portal and cover revisions to mandatory standards currently based on GHS Rev. 4.
Previous Consultation in 2025
Earlier, on 4 March 2025, China opened a consultation on the GB 30000.30-2025 standard for Desensitized Explosives. This standard is based on UN GHS Rev. 10 and reflects China’s gradual transition toward the latest GHS revisions. More details can be found here.
Key Insights from the Draft
The following table lists the GB standards that will be revised in the December 2025 consultations. These standards were originally issued in 2013 and are currently aligned with GHS Rev. 4. Following final approval, they will be replaced by revised versions that reflect GHS Rev. 11.

Comment Period and Enforcement Dates
Interested stakeholders were invited to submit comments on these drafts by 23 December 2025 and 30 December 2025, respectively. According to the draft plans, the MIIT intends to complete these revision projects within a 16-month development cycle. No enforcement dates have been announced at this stage.
