Restriction of Methyl Bromide (MeBr) Fumigation Applications for Re-Export of Products

Due to its negative effect on the ozone layer, efforts are being made to reduce and completely terminate the usage of Methyl bromide (MeBr). Türkiye became a party to the Montreal Protocol on 19 December 1991 and accepted all amendments of the Protocol to date.In order to reduce the usage of MeBr, which is among the ozone depleting substances under the Montreal Protocol, the Regulation on Reducing the Use of Methyl Bromide in Agriculture has been published in Türkiye on 23 June 2000.Considering the risks of MeBr on human and environmental health, in order to reduce the use of MeBr, "Fumigation application with MeBr for products to be re-exported is prohibited" as of 1 April 2024.

the draft Order provides for the approval of the Procedure for labelling of controlled substances, goods and equipment, which determines uniform requirements for information to be indicated when labelling them, the exact wording of the text for labelling of controlled substances intended for use for specific purposes, as well as requirements for placement, readability and durability of labelling.The labelling shall, in particular, indicate the following information: whether the good or equipment contains or utilizes controlled substances; the common industrial name and chemical name of the controlled substance contained or used; the actual or estimated quantity of controlled substances in the good measured in mass units, and the equivalent of ozone-depleting potential or global warming potential, global warming potential.In accordance with the Procedure the following goods/equipment are subject to mandatory labelling: refrigeration equipment; air-conditioning equipment; heat pumps; fire protection equipment; electrical switchgear; aerosol dispenser that contain fluorinated greenhouse gases, with the exception of metered dose inhalers for the delivery of pharmaceutical ingredients; all fluorinated greenhouse gas containers; fluorinated greenhouse gas-based solvents; organic Rankine cycles; foam materials and pre-blended polyols.The Procedure will apply to business entities - operators of controlled substances that import, export and place on the market ozone-depleting substances, fluorinated greenhouse gases, goods and equipment containing them.The draft Order is developed pursuant to part three of Article 3, Articles 12 and 13 of the Law of Ukraine "On Regulation of Economic Activities Involving Ozone Depleting Substances and Fluorinated Greenhouse Gases", which stipulate that goods and equipment containing ozone-depleting substances and fluorinated greenhouse gases may be placed on the market only if they are properly labelled. The information to be included in the labelling and the minimum requirements for labelling are set out in Articles 12 and 13 of the mentioned Law.The Procedure is also developed based on the requirements provided for in Article 12 of Regulation (EU) No 517/2014 of the European Parliament and of the Council of 16 April 2014 on fluorinated greenhouse gases and repealing Regulation (EC) No 842/2006 and Commission Implementing Regulation (EU) 2015/2068 of 17 November 2015 establishing, pursuant to Regulation (EU) No 517/2014 of the European Parliament and of the Council, the format of labels for products and equipment containing fluorinated greenhouse gases.

Se comunica que como resultado de la Reevaluación de Riesgo de Plagas, el SENASICA determinó la modificación de los requisitos fitosanitarios para la importación a México de grano de café arábica (Coffea arabica) para uso industrial, originario y procedente de varios países. Se eliminan dos requisitos de la medida fitosanitaria:El producto ingresará bajo el procedimiento de Guarda Custodia y Responsabilidad;Diagnostico fitosanitario de micología, bacteriología y malezas. Se adicionan opciones de medidas fitosanitarias que no implican el uso de productos químicos para la importación de café, los cuales son:A. "El grano de café se retendrá en punto de entrada a México hasta la obtención del dictamen negativo a plagas cuarentenarias".Si el resultado de diagnóstico es negativo a plagas cuarentenarias, la mercancía podrá ingresar al país.Si el resultado de diagnóstico es positivo a plagas cuarentenarias, el importador podrá elegir entre retornar o destruir la mercancía.B. En caso de detectarse insectos vivos durante la inspección, se le aplicará un tratamiento fitosanitario con bromuro de metilo T302 (d1).
