FDA Introduces Key Upgrades to Support Cosmetic Facility Renewals
The U.S. Food and Drug Administration (FDA) has announced updates to its Cosmetics Direct electronic submission system, aimed at helping cosmetic manufacturers and processors meet their mandatory biennial facility registration renewal requirements. The update was formally announced on February 11, 2026, as part of ongoing implementation of the Modernization of Cosmetics Regulation Act of 2022 (MoCRA).
Smarter Cosmetics Direct Portal
As cosmetic facilities approach their two-year renewal cycles, the FDA has enhanced the Cosmetics Direct portal with new compliance-focused features. Facilities can now clearly see their registration status and upcoming renewal dates within the system. To further support timely submissions, the portal will also issue automated renewal reminder notifications to registered facilities.
Improved Instructions and Learning Tools
In addition to system functionality upgrades, the FDA has updated its registration and renewal guidance materials. Updated user guides and tutorials are now available, making it easier for facilities to understand renewal requirements and navigate the submission process.
Flexible Renewal Pathways
Federal law requires every qualifying cosmetic product facility to renew its FDA registration every two years. To reduce unnecessary administrative burden, the FDA allows an abbreviated renewal option for facilities whose information has not changed since the last submission. Facilities that need to update their details must complete a standard biennial renewal. Paper based renewal submissions remain an option.
Know Your Renewal Deadline
Renewal deadlines are calculated based on the original registration date. For example, a facility initially registered on February 20, 2024, must renew by February 20, 2026. Early renewals are allowed, enabling facilities to align cosmetic registrations with other FDA renewal schedules when helpful. Facilities handling multiple FDA‑regulated products should note that renewal timelines may differ by program.
