Committee on Environment Climate and Food Safety (ENVI) REACH Revision EU REACH Comitology Market Surveillance Regulatory Simplification

During an extraordinary meeting of the European Parliament’s Environment Committee (ENVI) on 27 April 2026, Environment Commissioner Jessika Roswall confirmed that the European Commission does not intend to reopen the REACH Regulation at this stage, citing the need for regulatory certainty and predictability.

Shift towards simplification and enforcement

During the meeting, the Commissioner indicated that the focus of ongoing work would instead be on simplifying and modernising the existing framework. This will include addressing overly complex procedures, improving conditions for industry, and ensuring continued protection against harmful substances, such as endocrine disruptors and PFAS.

Rather than revising the core legislation, the Commissioner is exploring targeted measures through comitology, alongside initiatives to strengthen enforcement. These measures are expected to target non-compliant products and substances, including through enhanced border controls and more effective market surveillance.

Further details to follow

The Commissioner noted that work on these measures is ongoing and that additional details will be presented at a later stage.
