On April 16, 2026, the Ministry of Emergency Management of the People's Republic of China, together with nine other central government authorities, announced the inclusion of five additional chemical substances into the national Hazardous Chemicals Catalogue (2015 Edition) under the framework of the Dangerous Chemicals Safety Management Regulations. This update strengthens chemical safety supervision across the production, transport, use, and trade sectors.  

Regulatory Authorities Involved 

The announcement was jointly issued by the following authorities: 

• Ministry of Emergency Management of the People's Republic of China 
• Ministry of Industry and Information Technology of the People's Republic of China 
• Ministry of Public Security of the People's Republic of China 
• Ministry of Ecology and Environment of the People's Republic of China 
• Ministry of Transport of the People's Republic of China 
• Ministry of Agriculture and Rural Affairs of the People's Republic of China 
• National Health Commission of the People's Republic of China 
• State Administration for Market Regulation 
• National Railway Administration 
• Civil Aviation Administration of China 

Newly Added Substances 

The following five substances have been added to the national Hazardous Chemicals Catalogue (2015 Edition): 

• 3-Chloropropyne (propargyl chloride) (CAS No. 624-65-7) 
• 2-Iodosylbenzoic acid (CAS No. 61717-82-6) 
• p-Nitrobenzyl 2-diazoacetoacetate (CAS No. 82551-63-1) 
• Methanesulfonyl azide (CAS No. 1516-70-7) 
• 2-Nitro-3-methylbenzoic acid (CAS No. 5437-38-7) 

Regulatory Impact and Compliance Requirements 

The update will require relevant enterprises to reassess the classification, transport, storage, and safety documentation of the newly listed substances. The authorities will also update the Hazardous Chemicals Classification Information Table to support enforcement. 

Key implications include: 

• Strengthened hazardous chemical classification and labeling requirements. 
• Enhanced transport safety controls across the road, rail, and aviation sectors. 
• Increased regulatory scrutiny of production and import/export activities 
• Updated compliance obligations for downstream users and distributors
